Codava Resolutions

1. This is to inform the concerned about the CNC president N.U Nachappa codava having delivered the 9 point resolutions submitted to the Union Govt of India through the DC of Coorg Mr. Anurag Tiwari connecting the un violable rights to hold Guns by Codava race and to exemplify its sacredness, significance and reverence in Codava living a resolution in that connection passed in the massively attended Gun Carnival- Thok Namme- Banduk Utsav held on 18th dec 2014 under the aegis of Codava National Council at Cauvery estate ground in kolkeri of Napok in Coorg of South west Karnataka .

2. We further take this opportunity to inform that CNC extends its solidarity with the proposed protest rally opposing the Kasturi Rangan report.

The CNC chief Mr. N.U Nachappa codava explained these matters in the press conference held at Madikeri this morning i.e. on 29-12-2014.

Under the auspicious of CNC Codava National Council all Codavas to participated in the Annual Gun Carnival- Thok Namme held at Cauvery Estate of Appachira Rammi Nanaiah in Kolakeri of Napok on 18th December 2014 and marking the same as World Minorities Rights Day. All the participants have carried their Guns to the ceremony. This programme expressly is intended to exhibit Codava Martial Traits and to herald our inherent , birth, fundamental and Constitutional Rights to retain Guns without license under Indian Arms Act Section 3&4 and to reiterate our insistence of Guns to be most Revered Relio- Cultural Emblem of Codava Race.

Resolutions adopted and Passed in the Gun Carnival -2014

Resolutions exemplifying the Codava martial trait with the significance of Gun as the centre point and its inimitable connection with Codava racial tribe, Codava heritage and lifestyle.

  1. Resolved to educate all Codavas to continue the tradition of Gun worship as used to be done from time immemorial and it should necessarily be carried out as a part and parcel of Codava worship and forever.
  2. Resolved to insist the Government to recognize & respect  the Gun to be the Religio- Cultural Emblem and facet of Codava Martial Tribal Race since it has gained a special shade under ‘Nellakki’ i.e. the sanctum santorum of every Codava clannish family (Khandan).
  3. Resolved to insist the Government not to attempt to weaken the exemption specially extended to Codava Race to hold Guns without being issued with license under Indian Arms Act in any manner and for any duration since it necessarily is a part and parcel of Codava Folk legal system.
  4. Resolved to pressurize the Government to appoint a regular officer to meet and identify every Codava family and Codavas in general  no matter wherever they stay and live  in order to know if or not exemption certificate has been issued to each of them and collect information without waiting for the beneficiaries to apply and seek the issuance of exemption certificate and ask such officials to go door to door for such purposes in order to collect materials ; better always direct such officials Suo-Motu issue such certificates and implement the provision of law touching exemption with a religious fervor compulsorily. Such a thing should be carried out as a single window program, by implementing such a direction, the government should call a definitive step to all such criminal delay, harassment and exploitation.
  5. Resolved to educate Codava women folk; especially under aged girls, to know about the criminal onslaught and by such de-bused elements against them and always to avail the benefits that are extended under India Arms Act in the manner of exemption to hold Guns and courageously to face any such situations.
  6. Resolved to advise all Codava parents to include a Gun along with an exemption certificate in the  Sacred “Pootidumbchiduva ritual (practice) at the time of their daughter being given away to marriage. 
  7. Resolved to request all Codavas to shoot in the air as a Religio- Customary practice at the time of the commencement of wedding rituals compulsorily and try to enliven the rich martial traits of Codava Race. 
  8. Resolved to caution all the Governmental authorities that any attempt to interfere with Codava using Guns and their exemption certificates will only amount to violation of their religious freedom as enshrined in the Article 25 and 26 of our Constitution.
  9. And also resolved to request and advise all Codavas to keep themselves always and ever alarmed in this regard. 

Vehicular procession started at 10 in the morning from the market place in Napok enroute to Kaveri Estate, Kolkeri via main road, bus stand, Paleyathaluk. After reaching Kaveri Estate, a mass worship of Guns performed with utmost reverence on the banks of our sacred River Kaveri. The worship ritual headed by CNC President M. N U Nachappa Codava followed by Thok Paat (folklore weapon prayer). Shooting competitions held separately to men, women and children started immediately after Gun Worship. A public meeting of all the participants conducted after the shooting competition followed by the prize distribution . Added attraction is tasty and sumptuous Codava cuisine.

Coorg, state relegated to district, aspires for autonomy

Codagu, also Kodagu (anglicised by the British as Coorg), one of the districts of South Karnataka covering an area of 4,104 sq. km., was a Part C state with an elected chief minister and Legislative Assembly , before it was merged with Karnataka in 1956. Codavas have been known as brave warriors, sportspersons and growers of excellent coffee, cardamom, pepper, orange, honey, vanilla and anthorium. For their population of 548,561 in the 2001 census and 5,54,000 as per the 2011 census, their contribution to nation-building has been commendable. Since World War I, 15,000 Codavas have served in the Indian Army. Field Marshal K.M. Cariappa and General K.S. Thimayya were the first and fourth Chiefs of Indian Army.

Since Independence many other Codavas have served in the Army, Navy and Air Force with distinction and having taken part in all wars and conflicts since then, many have been decorated for valour. Former Army Chief General B.C. Joshi transformed his tribute to the Codavas’ contribution and sacrifices for the country by moving MoD to set up a Sainik School at Kudige, near Kushalnagar. Had General Joshi lived longer and completed his tenure, he would have been able to do all the needful for establishing an Army environmental college near Galibeedu, for which he had acquired 100 acres of land.

Sports is another arena Codavas have excelled in and done India proud. Coorg holds a Guinness record for the largest family sports tournament in the world.

Every year Codava families play each other for the Family Cup and over 300 family teams participate in it. Some of the teams even include women players, who have the choice to play either for their husband’s or their father’s team. All the participants ageing from 6 to 60 are related by blood.

On Independence day, 15 August 1947, Coorg, an erstwhile kingdom annexed by the British, became a province of the Indian Union. On 26 January 1950, when the constituent assembly was dissolved, the Constitution was passed and India was declared a Republic, Coorg province became a federal Class “C” State in the Indian Union. As a result of the States Reorganisation Act of 1 November 1956, when India’s state boundaries were reorganised, Coorg state got relegated to become a district of the then Mysore state, which was renamed as Karnataka.

It may be recalled that at the time of reorganisation of states on 1 November 1956, parts of erstwhile Hyderabad Nizam province were merged with Karnataka (then state of Mysore), Maharashtra and Andhra Pradesh. If Bidar, Gulbarga and Raichur became parts of Hyderabad and Karnataka, the parts merged with Maharashtra came to be identified as Marathawada region. Later that entire region got identified as Telangana. But despite Codagu being a C state and the traditional homeland of the Codava race, it was merged with Karnataka.

According to Brijesh Kalappa, a Supreme Court advocate, presently additional advocate general, Haryana, and former journalist, Article 242 of the Constitution of India, which recognised the state of Coorg was inserted exclusively to protect the interests of the region. This Legislative Assembly not only had legislative powers, but under the seventh schedule of the Constitution, it was included in the state list as well as in the concurrent list. The erstwhile Coorg state had its own representatives, one to the Lok Sabha and another to the Rajya Sabha. From 1952 to November 1, 1956, Coorg had a Legislative Assembly with 24 members and had a full fledged government, which was known to be a model part C state in the whole of India.

In 1956, it merged with the state of Karnataka and became a district with three legislators to represent it in the state Assembly. The delimitation exercise reduced that strength to two.

Codava National Council (CNC), represented by Codavas from Coorg, has been campaigning peacefully for over two decades to demand Codava Autonomous Region and Union Territory status to Coorg district.

CNC’s President, N.U. Nachappa Codava, who has dedicated his life for this movement, has since the past ten years or so, been coming to the capital with groups of 40 to 50 Codavas and Codavatis to hold a Sathyagraha at Jantar Mantar on 1 November.

While Karnataka celebrates 1 November as Karnataka Rajyothsava Day, CNC observes it as Black Day.

When the UPA II government declared Telangana as a new state In August 2013, the CNC, to express its protest, came to Delhi for its 1 November satyagraha in a group large as 3,000 in a chartered train. On 1 November 2013, this large group of Codavas and Codavatis, dressed in their traditional splendour, staged a peaceful march from Ramlila Ground to Jantar Mantar. While every year CNC delivered a memorandum to the government and met some or the other political leader, including Ms. Sonia Gandhi, there was no forward movement in processing its demand for granting autonomy.

However, the scene on 1 November 2014 was very different. Following the satyagraha at Jantar Mantar, Nachappa, with a small delegation of CNC members finally got to meet President Pranab Mukherjee and MoS, Home Kiren Rijiju, a day later.

Another windfall for CNC is the support of Pratap Simha (age 37), author of Narendra Modi: The Untrodden Road, who left a promising career in journalism to join the BJP and become a member of 16th Lok Sabha representing Mysore constituency of Karnataka . These developments and Simha’s presence in Delhi may well mean light at the end of a tunnel for CNC.

CNC President N.U. Nachappa Codava presided over the function M/s Kaliyanda Prakash, Jammada Mohan, Nandi Neravanda Appaiah, Ajjinanda Papanna, Pullangada Natesh, ZP Member Maneyapanda Kanthi Sathish, ZP Member Bopanda Bolamma, Pullera Swathi Kalappa, Kaliyanda Meena Prakash, Bachamanda Kasthuri, Apparanda Meera Nanjappa, Bottangada Savitha and Mathanda Kamba Uthaiah were in the dias.

Prominent citizens like Mundyolanda Nanaiah, Chendada Jemcy Ponnappa, Porimanda Dinamani, Bachamanda Raja Poovanna, Madrira Karumbaiah, Chenanda Suresh, Kolera Nachu, Kadiyamada Preeth Poonacha, Botolanda Mittu Changappa, M.A. Vasanth, Palaganda Muddappa were present in the programme. Large number of participants took part in the rally and procession through main thoroughfare of Madikeri and they passed historical resolution passed and adopted for the creation of Codava Land UT.

Prayer conducted by Nandineravanda Nisha Achaiah, compared by Bachariyanda Chippanna, vote of thanks by Ajjikuttira Lokesh. All the participants took oath in the name of Sun and Moon for the cause. after the programme every body participated in a cleanup Gandhi Grounds in response to the PM Narendra Modi's Swacha Bharatha Andolana.

(I) Prime Resolution We are happy to announce that the mammoth gathering of the Codava enthusiasts on 24-11-2014 to this day annual Codava National Day congregation held under the aegis of CNC commemorating the completion of 23rd years of our relentless and eventful political struggle for Codava Land Union Territory coupled with incorporating Codava Martial Tribal Race in the Schedule list of our Constitution and we sincerely hope and believe that our cherished goals will be fulfilled very soon. The participants solemnly here by unanimously resolved to adopt the below mentioned charter of demands and we take this opportunity to insist to the union government to classify Codava Land Union Territory (UT) on the lines of other existing seven (7) Union Territories (Centrally Administered Territories) of our country under articles 2 & 3 of our Constitution. there by remove the shackles from the Tyrannical and totally hostile state of Karnataka. 1. Autonomous Codava land under the 6th schedule of our Constitution encompassed with 45 ancient traditional Codava Naads in Coorg. 2.Codava Martial tribal race should be included in the Schedule list of our Constitution under articles 340 and 342. 3. Codava Thakk should be included in the 8th scheduled of our Constitution. 4. Special exemption for Codava race to posses and carry weapons under Indian arms act section 3 and 4 to be continued forever and ever after without any hindrance as our customary personal laws and also as the religious symbol of Codava race. 5.Internal political self - determination right for Codava minority race. 6. Universal recognition for Codava race as a separate independent nationality. 7.Codava race should be given exclusive political reservation and nomination in the August legislative chambers on the lines of Anglo Indians under article 331 of our Constitution.

(II) We further resolved to express our appreciation to our dear Prime Minister Sri. Narendra Modiji for having acknowledged all our Communications addressed to him and his team and also for having expressed his readiness to help and protect a very numerically insignificant Martial tribes like Codavas we wish him long life and great success in his effort.

(III) We the participants present here to express our heart felt and sincere gratitude to His Excellency the Hon’ble President of India Sri Pranab Mukerjee for having extended an audience to CNC delegation on 1 November 2014 at Rastrapathi Bhavan New Delhi.

(IV) We resolved to express our thankfulness to the Hon’ble MOS for Home Affairs GOI Mr. KIREN RIJIJU for having extended a resourceful audience to CNC delegation in his North Block Chamber at New Delhi on 3-11-2014

(V) We resolved to express our special gratitude to Sri Prathp Simha The Hon’ble Member of parliament for having participated in the New Delhi Challo Sathya graha of CNC held at Janthar Manthar on 1 November 2014 and we pray that he would be a great success in his life.

(VI) Resolved to make special mention about our trusted friend Sri. Brijesh Kalappa, Advocate, Supreme Court of India for having extended moral & philosophical support for our long pending sustained strugle and also resolved to make mention about our respected MLA’s M/s K. G. Bopaiah & Appachu Ranjan for having extended political and strategic support for our legitimate struggle. We here by resolved to express our gratitude to respected M/s Oscer Farnandize & B. K. Hariprasad both the Members of Parliament for having supported our struggle for Constitutional rights.

(VII) We here by resolved to oppose the deliberate, diabolic & intentional, failure, refusal and inordinate delay in issuing title papers connected over the landed properties continuously during the past half a century (Say after the amalgamation of erstwhile State of Coorg in the year 1956) by the ruthless bureaucrats and treating the every individual owners thereof to be the encroachers of supposed Government land and try to prosecute them under the land revenue act 192 (A) contemplated by extraordinary criminal brains within the Governmental setup and evacuate every such legal, legitimate and inherent owners of such landed properties from their land and facilitate the land mafia and out side business tycoons to gain immoral entry to Coorg.

(VIII) We here by resolved to insist the Government to reject the report submitted by Kasthurirangan Committee touching the creation of echo -sensitive zone within Codagu district in its totality. Since in actual fact the same will end up in total ruination of the entire native generality of this district. The diabolic & demonic report is known to be the handy work of environmentalist mafias acting with a solitary intention of eking out huge funds from foreign countries and also from the business houses from our own country. As such we here by resolved to give a general call to the people of this district to boycott such anti- social environmental mafias.

Declaration of Codava Land U.T is warranted

Respected Sirs, .
Sub: Declare Codava Region in Coorg, Karnataka to be an Union Territory. i.e. Codava Land Union Territory under articles 2 & 3 of our Constitution since it fulfils all the required criterion and qualifications on par with the 11 points guideline prescribed in the Constitution of India with regard to the Constitution of Union Territories in India- request for.

Without any need to introduce ourselves to be the one and the only organization established with the sole purpose of getting established Autonomous Codava Land, we take this opportunity to bring to your kind notice the 11 point criterion as are prescribed in the Constitution of India for the Constitution of Union Territories . We would like to inform you that Codava Land Coorg fulfils all the required qualifications in that regard and it may not be an out of place act on our part if we may be permitted to inform you that the State of Karnataka after the merger of the then ‘ C ’ type of state of Coorg i.e., the traditional Codava home land, with the state of Karnataka in the year 1956. The successive Governments and all the concerned there with have seized the opportunity to discriminate this region and indigenous Codava race and natives and in reality we have been suffering all the anomalies inflicted by our It looks certain that the Karnataka Govt. has been in the process of using traitor Codavas as human shield in order to cover up its intentional wrong doings against Codagu & Codavas in general.

The rapacious and tyrannical behavior of everyone concerned with the Government of Karnataka is continuing without any stop Therefore we would like to re-iterate a fact that now time is ripe to get eradicated all the anomalies caused by the Government of Karnataka. A declaration of Codava Land Union Territory to that effect is clearly warranted in the attending circumstances. Codava Land U.T. is more essential, humane and deserving. It may be recalled that at the time of reorganisation of states on 1 November 1956, parts of erstwhile Hyderabad Nizam province were merged with Karnataka (then state of Mysore), Maharashtra and Andhra Pradesh. Following are the criterion fixed in the Constitution touching the Constitution of U.T.
  1. Union territories are ruled directly by the Union Government ( Central Government)
  2. The President of India appoints an administrator or lieutenant – Governor for each U.T.
  3. Union territories of India have special rights and status due to their Constitutional formation and development.
  4. For safeguarding the rights of Indigenous cultures, averting political turmoil related to matters of governance.
  5. All the tax money goes to center as a U.T., region will be able to attract central funds exclusively for its development
  6. Union territories serve the purpose of administering regions which are small yet diverse may be because of their history or culture or geography.
  7. Correct the anomaly caused by the reorganization of States which took place in 1956.
  8. Sustain the economic, linguistic and cultural affinities of the region.
  9. Politically, economically and educationally as they are in varying phases of development Central Government can take care of them without discrimination.
  10. Administration as U.T will not drain the public exchequer.
  11. Apart from improving the administrative setup move would help instill a sense With a solitary idea of managing the affairs of any certain given area and also to make it known that the particular area is being governed properly and justice reaches to each and everyone, the Constitution framers have after much discussion and studying elaborately about the attending features of any particular given group of Towns and areas have formulated the idea of creating Union Territories in contrast with larger states. Before terming any particular area to be made Union Territory the Constitution framers have deeply studied about the topographical features , Geo-political aspirations of the

  • Dadra & Nagara Haveli.

  • Andaman & Nicobar Islands.

  • Chandigarh.

ECONOMIC VIABILITY FOR THE FORMATION OF CODAVA LAND U.T.

To assert our economic viability for the formation of U.T the point No.5 mentions about the economic base and fund raiser in the manner of tax to be extracted to the Union Government which in turn remits a substantial thereof to the developmental programs Union Territory if it created. The financial resources from Coffee production, Forest wealth, Royalty from Cauvery waters and promotion of Tourism shall last until Sun and Moon exists and Union Governments must remember for this real truthful fact. The things explained below fulfils criterion for Economic viability ( budgetary provisions). 1.Our Coffee ( Coorg Coffee) is classified to be the best in world. After Petroleum Coffee is the Second largest traded commodity in the world. India is considered to be the 6th largest Coffee producer in the world, and Coorg produces an average 40% of total national production. Enough if we arrive at a conclusion that gross foreign exchange from Coffee India earns every year is around Rs. 5 thousand Crores and it is safest method to add that Codagu supplies 40% of it. 2.The flora & fauna and never hazardous perennial rivulets and water falls are exceptional only to Coorg. The lasting long forest wealth in Codagu is considered to be the best carbon supplier in the world. 3. Added to it the average annual yield of Cauvery river waters from Coorg exceeds 180 TMC feet. (The lifeline of South India River Cauvery has taken its birth in Coorg, particularly at Talacauvery).

4. What more, the role of income from tourism activities ( The panoramic natural beauty, innumerable hillocks, pleasing natural atmosphere, added to it the kindly people are worth mentioning. It would be right if Coorg is termed as Gods own paradise on earth) Codagu stands next only to that of Isthanbul in world should Codava Land of Coorg be classified as Union Territory. It is very easy to take these features to be the main budgetary base for the maintenance and management of the Union Territories sought to be created. No doubt the actual money supply is addressed to the Union Governament and it is just practical to understand the money shall be allotted from the Union Government to this region ( Coorg) should it become a separate U.T. and unconnected with the State of Karnataka.

Hence C.N.C demands for the immediate creation of Codava Land Union Territory in the interest of justice and equity.

Where the final ritual ceremony of cutting the fresh Kad. There would be variety of cultural entertainment i.e. Pareya Kali, Kolat & Valagathat immediately after the Kad Edpa ritual followed by Meedi Beppa ( offering oblation ) to Guru & Karona under Nellaki followed by tastee Codava cereal. The said celebrations are intended only to exhibit our vibrant cultural heritage and our unbreakable connection with the Codava Soil. All are cordially invited.

P.S: On an average the Puthari Festival infact runs over 18 to 20 days from its commencement. Preparatory to the actual Puthari Celebrations the festivities starts with the initial ritual called Eedh(rehearsal of Kolaat & Paat ) ritual for 3 days in a respective mandhs of any given village. Then comes Kad Edpa ritual. The following day of the Puthari (1) Oor Mandh (2) Naad Mandh (3) Keri Mandh. Next after that every Kodava clannish Okka will hold Mane paat ritual. The ritual continues every clannish family holding such a thing one after other.If there be 10 Codava clannish family in a given village each of such families will hold Mane Paat one after other during 10 days. After the conclusion of Mane Paat ritual the grand finale would be with the Oororme programme where in which all Codava clannish families of any given village will participate. But unfortunately these things are not being observed stricto - sensu. This rich, ancient and vibrant ritual has become obsolete on account of the intentional suppressive mishandling by the Government systematically after Coorg became merged with Karnataka in 1956. CNC has been trying to rejuvenate the near forgotten ritual. We insist that the government at once should declare common holiday to the entire district for Puthari Festivities for a week.

Annual CNC Thoknamme- Gun Carnival on 18 Dec 2014 to mark world Minorities Rights Day-at Kolakeri in Napok.

CNC Codava National Council gracefully invites all Codavas to participate in the Annual Gun Carnival – Thok Namme scheduled to be held at Cauvery Estate of Appachira Rammi Nanaiah in Kolakeri of Napok on 18 Dec 2014 and marking the same as world Minorities Rights Day. All intended participants are requested to carry their Guns to the ceremony. This programme expressly is intended to exhibit Codava Martial Traits and to herald our inherent, birth, fundamental, and Constitutional Rights to retain Gun without license and to reiterate our insistence of Gun to be the most Revered Religio - Cultural Emblem of Codava Race.

Inviting your kind attention to the subject cited above , we take this opportunity to inform you that the largely attended 24th Day” Celebrations held under the auspices of of CNC at Madikeri, Coorg in South- West Karnataka on 24 Nov 2014 have Resolved to request the Union Government to Carve out Codava Land Union Territory under articles 2 & 3 of our Constitution and also to include Codava Martial Tribal Race in the Schedule list of our Constitution under articles 340 & 342 of our Constitution as early as possible and as many 8 Resolutions have been adopted unanimously.

We hereby enclosed the true copies of the Resolutions adopted in the said massively attended Rally as mentioned above for your kind consideration and early favourable action in that regard. We only hope that our long pending legitimate demands would be accepted and acted upon as early as possible and give out a durable and permanent political solution for our unbroken, sustained & relentless Codava struggle.
