Ref:- Codavas & natives of Coorg must be given protection from the jihadists infiltrating from the malabar region during Tippu jayanthi.

Sub: Inspite of repeated resistance, the government has decided to go ahead with the celebration of Tippu Jayanthi. Now, it's the government’s responsibility to take precautionary measures to protect the lives and honour of Codavas and natives residing in Kodagu.

Unwanted forceful demand for Tippu Jayanthi (Tippu Birthday) celebrations by certain disgruntled Anti National group

with ulterior motive of seedling and generating International Terrorism – i.e ISIS – Hence NIA and RA&W investigation is insisted for -

Inviting your kind attention to the proposed Birthday Celebrations of Erst While Ruler of Mysore tyrant Tippu Sultan scheduled to be held on 10-11-2016 by the Govt of Karnataka in Coorg. “The people who insist for such a celebrations at the behest of Govt are interested only to take undue advantage from the Govt side and take refuge to gain legal sanctity for the seedling of International Terrorism in Coorg.”

Devatt Paramb is a site that witnessed the massacre of thousands of Codavas in 1785 by Psychopathic Tippu and his French East India Company allied forces. Tippu got Run must Khan, the Nawab of Kurnool, to launch a surprise attack upon the Codava Hindus who were besieged by the invading Muslim army.

Each and every Codava child has been told at sometime or the other of this tragic massacre at Devatt Paramb. The trauma caused by him is being passed from generations to generations.

Their only intention is to infest and spread International Terrorism through ISIS in India in general and Coorg in particular and spoil the prevailing peace in the Nation as well as our region with “Tippu as trump card”. They are hand in glow with International Terrorist outfits like ISIS and Al-Qaida has injected poison of fanaticism in Coorg and is indulged in subversive activities intended only to destroy the communal unity and political stability in our Country.

Better initiate immediate legal action and direct the RA&W and NIA into the whole theory propounded by former Law maker and his henchman and better always keep him in a solitary cell and call a stop to all such anti social and anti national terrorist activities and subversive theory in Kodagu.

The people who insist for such a celebrations at the behest of Govt are interested only to take undue advantage from the Govt side and take refuge and to gain legal sanctity for International Terrorism.

A man residence of Bangalore named Rudresh was recently murdered in Bangalore. Upon further interrogation, it was revealed that it was the same terrorist group that was behind Kuttappa’s death who was killed during Tippu jayanthi last year. Attempts have been made to cover up the case.

The people behind the cover up must be interrogated & fixed by NIA, strict action should immediately be taken

It's a Shame that due to these political games, a group like ISIS wins, taking advantage of the Tippu jayanthi- killing an innocent man, Kuttappa. It's horrific.

Three prominent men are behind this cover up, which declared Kuttappa’s death as a natural one- A timber mafia basically from “Chalad” near Mattanur of Kerala who resides in Siddapur, one ex Legislator and octogenarian attorney from South Coorg and the Editor of a tabloid published from Virajpet acting on behalf of ISIS. These anti national elements must be interrogated and put behind bars. (Vigilant must be kept to watch these 3 culprits behind the encouragement of Jihadists under the pretext of Tippu Jayanthi)

Even Tech Czar Padmashri. Mohandas pai, has shown his unhappiness towards Tippu jayanthi. Stating that Tippu that not only destroyed Codavas and Christians but also his own “Gowda Saraswatha, GSB, Konkani community” was brutally massacred.

An Australian historian, “Kate Brittle Banker” has beautifully written how Tippu was neither a nationalist nor a freedom fighter. He only cared about expanding his territory, in the expense of others.

Hitler, who brutally killed over 60 lakhs Jews, between 1939 to 1945, who's name has been written down in history’s blackest chapter – “now Austrian Parliament has recently decided to destroy his house and not keep it as a museum”. “Devatt Paramb massacre is a mirror to the Tippu’s crime against humanity and brutality”. Hitler has been ever criticized and shamed for his actions, but Tippu seems to be glorified for his horrific act.

Like literary genius, “Shashi Deshpande” has said, celebrations of such people in the first place is a Mockery of people's sentiments, a waste of the government’s money and should not be celebrated by any means.

Famous historian, “Ramachandra Guha” has stated that celebrating a Birthday of monarch or feudal lord is nothing but insulting our greatest democracy.

Noted historian Ramachandra Guha, clearly doesn't see the need for it. In my opinion, Tippu Jayanti shouldn't be backed by the state government. I have no issues if an individual or a group celebrates it, but in India, which is a democracy, there shouldn't be celebration of a monarch or for that matter any kind of feudal lord. If the government has to celebrate, it should be the democrats who have had their share of contribution for the nation as we see it today."

Popular writer Shashi Deshpande also says she sees no reason in celebrating Tippu Jayanti."History is reinterpreted over and over again; so it's better to just leave him in peace. Let us learn about him, but a celebration of this kind is a waste of money; just politically motivated, done with an eye on the vote bank. Instead, collect money and build some schools in Kashmir. This is a waste of time, we don't need it," he says.

The latest to join the opposition is tech czar and member of the state government's Vision Group Mohandas Pai. Taking a dig at the government's decision, Pai on Tuesday said that the move is like celebrating the anniversary of Mughal emperor Aurangazeb-"a tyrant and staunch religious fundamentalist."

Padma Shri award-winner Pai's opposition has come as a surprise to many. Slamming the government for playing politics with events such as Tippu Jayanti, Pai challenged the government to celebrate anniversaries of philanthropic leaders such as the Wodeyars of Mysore, Diwan of Mysore, Mirza Ismail.

Interacting with media persons Pai said: "I feel the government is playing politics. If at all they feel like celebrating anniversaries, let them celebrate Mirza Ismail, Wodeyars of Mysuru, [those] who did well for the people. The government's duty is to rule the state as one. Not by [dividing communities] -Coorgis, Mangalurean Christians or any other community.

Pai said he feels offended that the government should celebrate the birth anniversary of a "bigot" and a "tyrant" who killed people from different communities, including his own Konkani community. "I am Konkani and I feel very offended that the government is celebrating somebody who did wrong to both the communities."

Pai, who is also a member of the government's Vision Group on Tourism Policy, alleged that Tippu Sultan killed Coorgis and Christians living in Kodagu, Kerala, besides destroying Konkani temples on the Kerala-Karnataka border. "The Coorgis still have angst against him. In Mangaluru, Catholics are angry because more than 25,000 of them were put in dungeons," he said. Last year, there were widespread protests across the state, in which two people had died. This year, Chitradurga district too has joined the protests. Citizens and activists in Chitradurga have called for mega protest rally on Wednesday. According to activists, Tippu along with his father Hyder Ali attacked Chitradurga and cunningly defeated Madakari Naika, chieftain of Chitradurga. The valorous warrior Obavva, fought against Tippu's army by holding just a pestle.And, so, hundreds of women will stage the protest in Chitradurga, wielding a pestle.

Robert Rosario, member of the United Christian Association, said: "We will be observing Tippu Jayanti as a black day. A protest will be taken out. We have also written to the bishop to make an announcement about the protest, so that the public gets to know about the event through churches."

Suggestions regarding the protection and security of Codavas and natives on that day – precautionary measures be taken

Inspite of the multiple requests the Government has refused to cancel the celebration of Tippu Jayanti.

The previous year, this event was misused by anti - national elements to create feuds in the name of religion resulting in the death of two people. This year, few people have already entered Coorg and are in hiding. They have come from 6 districts of Malabar region (i.e Malapuram, Palghat, Calicut, Wayanad, Kannur & Kasargod) in Kerala. These terrorist organizations take advantage of this situation and create tension between the communities. Jihadists who terrorised Kodagu last year had an uncanny resemblance to Tippu’s massacre of Codavas at Devattparamb on the fateful day of 13 DEC, 1785.

It's the Government’s responsibility to protect us. Hence the least they could do is block all roads and check posts a week before the event. The security of the citizens takes precedence over any celebration of a tragic historical event.

Check posts from all 4 sides of Kodagu should be sealed. The check posts must be blocked two days prior to the event as well as on the day. The jihadists from Malabar s 6 regions entered Kodagu by carrying deadliest weapons on Tippu Jayanthi previous year, and terrorized the district. They had taken shelter in Kodagu a day prior to Tippu Jayanthi. In the pretext of Tippu jayanthi, jihadists have seen this day as an opportunity to spread the global terror (ISIS) and it's no new news.

The check posts must be blocked two days prior to the event as well as on the day. The ones from Malapuram and Palghat Districts of Malabar region enter Kodagu via Siddapur, Kushalnagar, Nagarhole check posts and some elements may pass through via Hunsur, K.R Nagar, Arakalgod through Konnanur check post. The Jihadists from Wayanad enter from Kutta. The check posts in these taluks should especially be blocked. Any vehicles with Kerala registration should be noted on these days.

Jihadists from Kasargod district of Malabar enter Kodagu via Pannathur - Karike and Sampaje check posts. These, have joined hands with the jihadists from Mangalore and they enter via Puttur and pass through “Bisile” Sakleshpur and enter Kodagu through Kodlipet check post.

Jihadists from Wayanad and Calicut district of Malabar region, enter Kodagu via Kutta check post.

Jihadists of Kannur district of Malabar region enter Kodagu through Makutta check post.

These anti national elements may enter or have already set foot in Kodagu. Hotels & Home stays must keep vigilant as they may stay there, using a proxy name (ID card). And vehicles with Kerala registration (KL) should be noted on these days. Kerala registration (KL) vehicles should use another route (and not via Kodagu) to go to Mysore/ Bangalore until the end of Tippu jayanthi.

Memorandum

Under the Aegis of CNC Repeat Sathyagraha on “World Indigenous people’s Day” i.e on 09-08-2015 to pressurize the Govt to consider our demand for Codava land UT and other 9 allied Subjects favorably:

Observation of World Indigenous peoples day by aboriginal indigenous Codava martial tribal race under the aegis of Codava National Council. CNC volunteers squat in a Sathyagraha on this day i.e 09-08-2016 and presentation of a detailed memorandum both the Governments i.e Govt of India and Govt of Karnataka demanding Codava Land UT status and allied subjects.

Indian Federal Constitution is incomplete without the existence of self-ruled Union Territory of Kodagu / Codava Land and such a Lapse is highly detrimental to the very idea of Democracy. The Govt (i.e GOI & GOK) has still far not considered any of our long pending demands. This organization CNC is once again pressurizing the Govt to consider all our demands as mentioned below as early as possible. We take this opportunity to insist to the Union government to classify Codavaland Union Territory (UT) on the lines of other existing seven (7) Union Territories (Centrally Administered Territories) of our country under articles 2 & 3 of our Constitution, thereby removing the shackles from the tyrannical and totally hostile state of Karnataka.

Charter of Demands:-

1. We demand a permanent political package to grant Codava land with Union Territory Status for Coorg under articles 2 & 3 of our Constitution.

2. Devatt Paramb massacre – a tragic human holocaust in the mankind – We Insist for National Memorial / Monument of that Memorial on the lines of Jallianwala Bagh in memory of Amritsar Massacre and established Live Holocaust Museum and include the tragic history in the holocaust remembrance list of UNO. In memory of those Codava families (approximately 60 thousand unarmed Codavas) who were massacred, raped and persecuted by tyrant Tippu sultan of Mysore & his rapacious soldiers & his Fren ch East India Company allied forces after 32 continuous invasions Tippu got defeated by Codava warriors disappointing in this insult he conspired to eliminate entire Codava martial Tribal race, cunningly invited them for a congenial feast in the pretext of entering a friendly treaty with Codavas at Devatt Paramb in the year 1785 13 December. This heinous inhuman tragic ethnic genocide/holocaust in the mankind happened in this place. – But their great souls are still alive in Devatt Paramb. In Washington DC, there is a live Holocaust museum in the memory of all the lives of Jews, who lost in Germany due to Hitler's inhumane act. The Government of India and the United Nations should jointly establish a similar live Holocaust Museum of Codavas who lost their precious lives in Devattparamb. Just like the Jallianwalla bagh and the Nagasaki memorial, the Government should make a monument in Devattparamb.

3. Autonomous Codava land under the 6th Schedule of our Constitution encompassed with 45 ancient traditional Codava Naads in Coorg.

Incorporate Codava Martial tribal Race in the Schedule list if our Constitution under articles 340 and 342 of our Constitution. The political leadership which mighty jaats have could get them included in the OBC list, Gujjars of Rajasthan as tribels and jains throughout India are treated as religious minority (jaats, Gujjars & jains considered socially, politically and economically most affluent class of people) even though they lack any of the quality and criterion to be treated to be so except perhaps there positive political leadership.
To quote a few examples the Jains, the conscious keepers & the soul of Hindu religion & the wealthiest community in India has been assigned with religious minority status by Second UPA Govt in the year 2013. The Parliamentary standing committee has recommended the assigning of the Minority status to Kashmiri Pandits. Both Jawaharlal Nehru and Indira Gandhi used to be Kashmiri Pandits and Rajiv Gandhi one half who breathed their last as Prime Ministers and leader of the opposition respectively. A good number of Kashmiri Pandits have been elevated as Army chiefs, Diplomats, Prominent Journalists, Jurists and Film stars and such things.
Therefore we request you to be good enough to do justice to Codava tribal race at least now.

4. Codava thakk should be included in the 8th schedule of our Constitution. Codava Thakk / Codava Language is as ancient as human civilization is rich and living spoken language throughout the history fit enough to be included in the 8th schedule of our Constitution.

With the above mentioned things in mind we would like to reiterate the time tested factor that CodavaThakk is the most ancient and living regional languages in our Coorg District and it has the unbroken history of “5000 years. Interestingly the book i.eCodava Cultural Encyclopaedia with the title as “PattolePalame” was the first of its kind in South India having been authored and published as the folkloric literary peace. Interestingly, the Manorama year books (encyclopaedia) continuously mentioned CodavaThakk to be one of the most Popular and living 16 languages such as Angika, Awadhi, Bhojpuri, Bundeli, Chhattisgarhi, Haryanvi, Hindustani, Kanouji, Magadhi, Marwari, Bhili, Ghondi, Kodava, Kutchi, Tulu, Mahi in India, published successively in the years 2014,2015 & 2016. The thing appear in the MalayalaManorama definitely strengthens a true fact that CodavaThakk is one of the most popular living folklore language and it authenticates the plea that the same shall be incorporated in the 8th schedule of Indian Constitution and also besides making it to be included in the curriculum and administration.

5. Protect our land tenure under article 371 of our Constitution with inner line permit on the lines of North - East States of India. Protect our Land tenure under article 371 of our Constitution: (Inner Line Permit) The provisions of article 371 of our Constitution with inner line permit should be made applicable to Kodagu region at once as has been done in relation to Manipur and other North Eastern states.

6.Codava race should be given exclusive political reservation and nomination in the August legislative chambers on the lines of Anglo Indians under article 331 of our Constitution.

7. Under Indian Arms act 1959 section 3 & 4 for carry and posses fire arms by Codavas and Jamma holders should be continued and protected for ever without any hindrance.

The Hon’ble High Court directs the Govt of Karnataka to consider Codavas application seeking permission to erect memorial monument legally at Devatt Paramb and also High Court quashes the Criminal Case pending against CNC President N U Nachappa Codava & 1

The Criminal petition NO 3210 of 2016 on the file of the Hon’ble High Court of Karnataka challenging the validity of the criminal proceedings initiated by the RFO Bhagamandala in FOC no. 28/2015 – 16 (now CC No. 548/16) has been quashed and the Govt of Karnataka is directed to look into & consider the application filed by Codavas seeking permission to erect memorial monument at Devatt Paramb which eventually would render the activities of Codavas including the worship their ancestors legally; who have been massacred by Tippu Sultan and his French East India Company allied forces on 13 Dec 1785.

Therefore we take this opportunity to pressurize to the Govt to obey and implement the Hon’ble Court Order to erect suitable monument in Devatt Paramb as early as possible. The order was handed down by Mr. Justice Anand Byra Reddy and Shri Ballachanda A Bolliappa appeared for the petitioner Shri N U Nachappa Codava.

Sub: Calculated professional misbehaviour & misuse by both son & father, Additional Advocate General of Karnataka High Court, Mr. AS Ponnanna and his father Senior Advocate Designate, AK Subbaiah – True facts - AS Ponnanna always misuses his constitutional post – a complaint regarding.

Without any second say, this pertains to the calculated professional misconduct and misuse of Constitutional post by AS Ponnanna, the incumbent Additional Advocate General of Karnataka High Court, and his father Mr. AK Subbaiah, the Senior Advocate designate and without a plausible recrimination, both are minting money as advocates taking a refuge to illegal gratifications from the litigants;
One single example to quote is reference no.- of the Office of Forest, Environment, Ecology and Biology department of Government of Karnataka. In fact, this said communication is the result of a meeting held under the chairmanship of Law minister of Government of Karnataka at Law Secretariat on 03.01.2015 and the subject elaborately discussed in the said meeting was pertaining to the future course to be adopted by the Government of Karnataka in relation to the ‘Baane lands’ in Kodagu (Coorg) district. The environment secretary was personally present in the meeting and so Mr. AK Subbaiah, the advocate father of our Additional Advocate General Shri AS Ponnanna, the subject under discussion was the rights over standing trees in the Baane lands of Kodagu and in particular the ownership of such lands. Mr. AK Subbaiah kept his personal presence to participate in the said discussions and ‘he was known to have represented the timber mafias/timber tycoons in active illegal trade’.
After protracted discussions, all those present in the meeting decided to refer the outcome to the Revenue Department addressed to Shri. Basavaraj, Principal Secretary to the Department of Revenue, Govt. of Karnataka through Additional Chief Secretary Mr. Madan Gopal. The strange procedure adopted thereafter was that paper were referred to Mr. AS Ponnanna, the incumbent Additional Advocate General directly without the involvement of Legal Cell of Law dept. for legal opinion. In other words, the necessity of the involvement of the Legal Cell of Law dept. was bypassed in order to send the same to Mr. AS Ponnanna. All legal opinions should pass through the Legal Cell of the Law dept. and shall not be directly referred to the Additional Advocate General or any such others directly. The prime duty of the Additional Advocate General is to defend the interest of the government only.
Here in the instant case, AS Ponnanna, the Additional Advocate General sends his legal advice, in other words favourably recommending the timber mafia who in reality are the clients of his father AK Subbaiah; but the concerned office in Kodagu (Coorg) did not take action (as his advice will harm the ecology) in consonance with the advice sent by AS Ponnanna which made his father initiate writ petition in the honourable High Court of Karnataka on behalf of the timber tycoons. Both the father and son appeared for rival parties in the said petition, Mr. AK Subbaiah for the petitioner and his son Additional Advocate General Mr. AS Ponnanna appeared for the government side. Without any further say, we would like to inform that the Additional Advocate General AS Ponnanna did not argue the matter as it should have been and the outcome was in favour of AK Subbaiah’s clients.
This in reality is one single example we are quoting and the records both in the government offices and in the Honourable High Court only fortify our allegation. Pertaining to innumerable such cases on the file of the honourable High Court touching timber and land mafia, who are known to have extraordinary influence everywhere. The prime actor in the shoddy transactions is one PC Hassainar, “the uncrowned king of timber republic and real estate mafiadom”. The entire show starts with many applications and petitions before the forest and revenue officers by the concerned timber tycoons through their counsel AK Subbaiah.
It is the practice of AK Subbaiah, pressurised and intimidate all the concerned officialdom; say blackmailing and insist for speedy disposal in any manner. If the applications or the petitions be rejected, Mr. AK Subbaiah is all set to ready to initiate writ petitions in the high court at once, and without any doubt all such matters come before a particular Bench and without any say his son, the incumbent Additional Advocate General, Mr. AS Ponnanna represents the interest of state, but siding the petitioners i.e. his father’s AK Subbaiah’s claims. It is said that ADL AG, AS Ponnanna gets the final say (judgement/order) of the honourable high court duly typed in his chamber.
On account of the fraudulent activities of both- father & son, the present incumbent Chief Conservator of Forest (CCFO) of Kodagu – Shri. Manoj Kumar is failing to take initiative to follow the orders in each cases of the Honourable High Court, since CCFO happens to be a thoroughbred environmentalist and a protector of forest wealth in general. Naturally, AK Subbaiah files contempt of court cases against the said CCFO and without any doubt Additional Advocate General, AS Ponnanna appears for the state and without any say, the concerned land and timber mafia succeeds. The only outcome of the contempt proceedings in reality is the forced absence of Mr. Manoj Kumar from his office and he would be forced to keep himself present in the honourable high court always and therefore failed to implement his desire to protect forests.
One definitive example to quote is the incident of raising a martyr’s memorial in the Devatt Paramb to the lost lives of Codavas and without any hesitation, this very AK Subbaiah raised uncalled for hue & cry against such a transaction stating that it is a forest land. (The once who raised the memorial never at any time denying the fact that it is a forest land.)
One other glaring example of dual behaviour of AK Subbaiah will be proved by his rather lunatic act of threatening the forest department, when they dismantled a shop building, which was illegally erected, manned and managed by a wealthy timber mafia within the “Makutta” protected game sanctuary located in Virajpet Taluk in the Western Ghats sector of Kodagu district. In fact, the said forest land at Makutta is known for one of the best bio-diversity plot in the world. Mr. AK Subbaiah has already issued a legal notice to the forest/govt. on behalf of the illegal encroacher timber mafia. In reality, to present a writ petition on behalf of his client and without any doubt, everyone expects his son Additional Advocate General, AS Ponnanna to act on behalf of the govt. of Karnataka and support the illegal deal of his father AK Subbaiah.
One final example to quote is a large number of underworld dons particularly, Dawood Ibrahim and antinational elements like Indian Mujahideen and ISIS and mafias of all description, including Hawala agents are interested in securing ownership over large tracts of land in Kodagu, naturally they spent unbelievably large sums, black money, without any say AK Subbaiah is the Chief and only “Gateway” to the intended shoddy transaction, of course with the hope of his Additional Advocate General son’s help from govt. side.
One interesting fact is that AK Subbaiah has retained, entrusted the matter of looking after the shoddy business in the forest and revenue officers of Kodagu through a known yellow journal and its editor. The main question now remains to be answered is that why should not legal & criminal actions should not be initiated against the notable licenced criminal activities by both father and son.
It is a natural requirement that no relative of a judge shall appear before him in any matters and it definitely amounts to professional misconduct. In the same manner, Additional Advocate General AS Ponnana being a son of AK Subbaiah, who always appear before the courts on behalf of notorious land grabbers and timber tycoons, which he should not have allowed. In reality, Additional Advocate General‘s post is constitutional appointment and one should respect the same and should follow the professional ethics.
If the notorious Business tycoon, Vijaya Mallya contracts heavy loans from banks with paupers as sureties from banks and who has destroyed the very base of our national economic structure. The present father and son i.e. Additional Advocate General AS Ponnanna and AK Subbaiah duo destroyed forest wealth and the natural resources of our state, one being the main legal official i.e. Additional Advocate General and his father known for notoriety and therefore we respectfully respect your lordship to look into the matter, examine the things with judicious perspective and initiate appropriate legal action against both son & father. Father should be removed from the advocate lists and son should be dismissed from the office of Additional Advocate General in general interest of respect for judiciary.
Request your lordship to treat this to be a Public Interest Litigation.

The prime purpose of appointing any lawyer as an Additional Advocate General is only to defend the State and Govt. and to protect & preserve the land, natural resources, forest wealth and such things in the High Court. But this person AS Ponnanna as Additional Advocate General has not done his job properly and in continuation as Additional Advocate General would prove itself to be detrimental to the interest of the state specially and nation in general, besides the well-being of citizens.
A few incidents selected at random are mentioned here only in order to show how fatal AS Ponnanna’s continuation to be so, lesser said the better. Lorry loads of money both father and son have amassed by illegal methods, should be confiscated.
There is a public rumour suggesting that within a short period of his legal practice AK Subbaiah has become senior advocate designate by taking recourse to illegal activities and blackmailing and so his son, AS Ponnanna became the Additional Advocate General by the otherwise forcefully and ferocious activities of timber tycoons.
Normal behaviour of AK Subbaiah is that he visits almost all needed offices in the district very often and threatens the officialdom on the strength of his son AS Ponnanna’s post.
AK Subbaiah always tries to harm, insult, degrade and humiliate the entire Codava race which naturally is the very micro minority section and whose contribution to the nation’s defence is incomparably very high and this AK Subbaiah indulges in nefarious activities. Tries to satisfy the otherwise criminal money bags and pocket as much as possible with the help of his son, Additional Advocate General AS Ponnanna.
One rather funniest; no doubt unbelievably lowest type of behaviour, fact is that AK Subbaiah always, atleast a four times a week travels by “Govt. Volvo bus” from Bangalore to Coorg & back without paying any bus fare” and is known to threatening the bus conductors using his son, Additional Advocate General AS Ponnanna’s position and so he causes unbelievable loss to the state exchequer, similarly by taking refuge of his son.
The normal practice of AK Subbaiah is that, he makes huge public hue and cry whenever he appears for any of the litigants in the court. He seizes every opportunity to extoll himself as a party bereaved and he speak all such things which any civilized man refrains from doing so and acts himself as the actual petitioner. Strictly speaking that it amounts to a professional misconduct.
There is a rumour that Additional Advocate General, AS Ponnanna would be elevated to the bench very soon as a judge and if such a thing becomes a true fact, God help the nation.
Only a few handpicked instances are mentioned here, if one dwells deep into the behavioural attitude of these two would prove in the manner, how the methodology and modus operandi are examined in the court, everything will come true.

Dear Sir/Madam,

Sub: DevattParamb Heritage Memorial/Monument Preservation Movement

In furtherance of historic Ammathi resolution adopted by a conglomeration of all CodavaSamajas and Codava organization on 23 May, 2016 wherein which CNC (Codava National Council) has been authorized to continue the struggle in this regard.

DevattParamb is a shrine that witnessed the holocaust of Codavason 13 December, 1785 by tyrant ruler of Mysore Tippu and his French Allied forces. Each and every Codava child has been told sometime or the other of this massacre at DevattParamb, and therefore no visit to Talacauvery pilgrimage is complete unless branch ofa tree and floral tributes are offered at this holy site by each visiting Codava. The Holocaust at DevattParamb has a significance in each Codava heart. The fact that Codavasworship Mother Cauveryalongwith their ancestors and this makes the memory even more sacred. Codavas deserve to have a memorial monument befitting the holocaust of their ancestors and loved ones. We only seek to mourn the passing away of our departed souls with dignity. Both the Centre and State are enjoined to build such a grand memorial.

Extend protective measures toCodavarace akin to Kashmiri Pandits
1. There has been a well programmed attack against the micro minority tribal Codava race from all quarters including the components of governmental authorities and exclusive components of a major community in Karnataka, especially South Canara and old Mysore region, who are identified as Arebashesect, who are engaged in well planned ethnic cleansing and total elimination of Codava race in its entirety.

The shameless destruction of our reverential monument at DevattParamb is a naked example of their hooliganism. Such a day is not that far when Codavaswill experience the trauma being experienced by the Kashmiri Pandits, to quote one single example is that the major community of Kashmir under the behest of separatists are vehemently opposing the intended programme of Union govt.’s rehabilitation township plan for displaced and dispersed Kashmiri Pandits and establishing Army colony, such an attitude is clearly visible and experienced against the Codava race from Arebashe. Whatever and whenever Codavas pressurised for their constitutional rights, in order to refurbish and re-attain the near total snatching of all constitutional rights of Codavas, these people are opposing. Codavas deserve appropriate governmental action to do the needful and by extending Constitutional protection to Codava race in all spheres and extend protective measures to Codava race akin to Kashmiri Pandits.

“Arebashe’s does not belongs to Codava Ethno Martial Tribal Race.”

One should not consider Arebashe’s & Codavas as one homogenius group, in no way we are similar to them.

Arebashes are different and Codavas are entirely a separate unique martial race.

2. A community which gained illegitimate entry into Kodagu during 19th century are seeking to exhibit its ill-gotten strength with the help of ruling class of Karnataka to negate all the claims, aspirations and rights of Codavas. In fact, they are enacting the attitude and activities of devilish and demons to gain superiority in the district and total elimination of Codava race.

One must know that Hathu (10) Kutumba – Hadinentu(18) Gotrapractice of Arebashehas nothing to do with Codava race in any manner. Codavas are entirely an exclusive race i.e. martial racial tribe. But the Arebashe are the part and parcel of major Vokkaliga community in old Mysore and Tulu Gowdas in South Canara, who worship TirupathiVenkataramana and followers of AdiChunchanagiriPeetha in all respects. “Arebashe’s does not belongs to Codava Ethno Martial Tribal Race.” One should not consider Arebashe’s & Codavas as one homogenius group, in no way we are similar to them. Codavas belong to a micro minority community in the entire universe. We have our own defined geo-political entity with its historical continuity in 45 ancient CodavaNaadsfrom time immemorial. Codava worship, matrimonial alliance, language, culture, customary folk legal systems, folk arts and dances, festivities, reverential shrines, method of living, thinking, aspirations, emotional feelings, spiritual values and family structure are entirely different from those of Arebashe people. We worship Mother Cauvery along with our revered ancestors, except this we do not have any religious methods and attitudes. The creations of Codava race and its civilization bloomed within the ambit of river Cauvery alongwith that the glowing cultural heritage and behaviour, magnificent historical significance, besides enlivening magnanimity enriched.Codavas are an exclusive anthropological division in the demographic mosaic of the world. Try always not to weld Codavas in an unnatural and unethical way with Arebashe for mean political gain in any manner, since we are exceptionally a separate group. Despite our being so, we respect the components of all social and religious classes and strive always to acquire peaceful co-existence amongst each other.

The government should initiate a high level investigation to identify the actual brain behind the conspiracy being executed by Arebashe against Codavas.

3.We insist the arrest and criminal action against all the persons who have caused heinous crime by disfiguring DevattParamb Memorial even though it is over 40 days since the crime they have committed. No criminal action has been initiated, they should be arrested at once. However much once are highly placed. The very memory of DevattParamb makes every born Codava to bow in reverence to the same and they still feel the pains of the loss of all CodavaOkkas (Clans) there. No doubt no non-Codava has any reverence or feeling for DevattParamb since none except Codavas laid their precious lives.

Accord Minority status to Codavas alongwith ‘Jews’.

Subject: Treat Codava race as a minority sect on par with other minority sects in India along with ‘Jews’ in India, when such a thing becomes reality – Codava race should be incorporated in the intangible cultural heritage list of UNESCO - demand for.

Codavas whole heartedly congratulate you for having taken the courage to confer minority status to Jews on par with such decision adopted in relation to other religious minorities such as Muslims, Christians, Buddhists, Sikhs, Parsis and Jains, and we take courage to inform you that Codavas are a totally minority community from ages even though we have the basic requirements to be treated as a linguistic minority community as is mentioned in the Constitution of India. No doubt true that our Constitution mentions about the two classifications to be treated as basic criterion and they are Religious minority & Linguistic minority.

If a class belonging to any certain religion, it is the union govt. which has powers to consider such of communities to be a religious minority, if any group of people or community seeks the recognition of it to be a linguistic minority, the respective state govt. should recommend such a request to the union govt. to do the needful. In the case of Codavas, the Govt. of Karnataka deliberately has been suppressing all our claims for no acceptable reasons and the primary intention of the Govt. of Karnataka without doubt, the components of which are only the major communities and the very intention of suppressing Codava claim is to see that Codavas are forgotten class for ever.

Codavas have a definitive cultural background, historical continuity, we have our own language and we do profess our own worship since longtime; national defence is the prime Codava forte, until 1956 we had our own state (i.e. Part ‘C’ state of Coorg) and in reality it was being managed by our own people and without doubt Codava Thak used to be a ‘lingua-franca’ of the state of Coorg. Unfortunately, Coorg/Kodagu is Part ‘C’ state merged with the State of Mysore (now Karnataka), definitely for our ruination. Even though the State Re-organisation Act 1956, i.e. the Seventh Amendment to the Indian Constitution mentions about a direction to treat us as a linguistic minority and preserve, protect and propagate our culture and language with definitive permission to run Codava linguistic minority educational institutions. Unfortunately, the Govt. of Karnataka (GoK) with a solitary idea of eliminating the very existence and memory of Codava language, culture and our ethnicity for ever. For such a reason Karnataka govt. deliberately failed to recommend anything as mentioned touching Codavas to the Union govt. Even though under the office of the President of India has National Commission for Linguistic Minority (NCLM) and National Commission for Linguistic Minority Education Board (NCLMEB), but without any reason those offices rejected and avoided all our claim periodically asking us to seek recommendations for such a relief from the Govt. of Karnataka. If the state of Karnataka excuses itself by directing us to contact the Union govt. (i.e. NCLM), the later for no proper reason excuses itself from such a responsibility and finger points Codavas to seek relief from the state govt. Even though Codavas have as many as 40 Codava run educational institutions across the State of Karnataka, so far as not granted linguistic minority status to any such institutions run by us, but stealthily the govt. of Karnataka has accorded permission to run Sapthagiri Medical College at Hesarghatta Road, Bangalore, exclusively owned, manned and run by one liquor baron Mr. Giriappa Gowda, who never even dreamt of Codava culture. Our linguistic heritage and further that he belongs to a Kannada speaking major community, as Codava linguistic minority educational institution

[Linguistic Minorities: if the country is taken as a unit, all who speak a language other than Hindi can be treated as Linguistic Minorities but not so if the state is taken as the unit. Within a state, there may be minorities who speak a language or languages other than the language spoken by the majority in that state. Dialects of a language spoken in a state may proliferate the number of minorities. However as mentioned earlier, it has been settled in TMA Pai vs Union of India (2002) that a linguistic minority is determinable with reference to the state as a unit.

Safe guards: Art 29 – Protection of minorities interest, right to establish and administer educational institutions, 347 special provisions relating to language spoken by a section of the population of a State. Art 350 - language to be used in representations for redress of grievances, 350 A – deals with facilities for instructions in mother tongue at primary stage, 350 B special officer for linguistic minorities.

Art 29 deal with cultural and educational rights of minorities.

Art 30 A minority – specific provision that protects the right of minorities to establish and administer educational institutions.

A meaningful conception of minorities would include sections of people who, an account of their non dominant position in the country as a whole, are targets of discrimination and therefore deserving a special consideration, the constitution of India uses the word minority in articles 29 – 30 and 350A to 350B – to mean any sections of citizens having a distinct language, script or culture. This may be a whole community generally seen as a minority or a group within a majority community. Art 30 speaks specifically of 2 categories of minorities. 1. Religious 2. linguistic

The UN declaration: The UN declaration on the rights of minorities in 1992 enjoys the state to protect the existence and identity of minorities within their respective territories and encourage conditions for promotion of that identity, ensure that persons belonging to minorities fully and effectively exercise human rights and fundamental freedoms with full equality and without any discrimination, create favourable conditions to enable minorities to express their characteristics and develop their culture, language, traditions and customs, plan and implement National policy and programmes with due regard to the legitimate interests of the Minorities etc.]

Added to it, the State of Karnataka has considered the members of the majority community and those who speak Urdu, Marathi, Tamil, Malayalam and Telugu as linguistic minorities in Karnataka and accorded them permission to start educational institutions under linguistic minority quota in Karnataka.

Shri. Veerappa Moily, while he was Chief Minister of Karnataka passed a regular order treating Codavas as a linguistic minority, but surprisingly such order has disappeared from govt. records. The funniest and blameworthy act of any Chief Minister is that Shri. SM Krishna, while he was the chief minister passed a regular order for directing the minority Codava Thak to be administrative language in Kodagu and should be included it also in curriculums. Understandably, forethought what SM Krishna had in his mind was that he cunningly included Malayalam in the very same G.O (order). The same could be removed should opposition to the inclusion of Malayalam from any quarter. He caused the opposition to such an order and withdrew the order in its entirety. In actual fact, that he never wanted to extend Codava language and he instigated the drama.

Yet another dubious behaviour of the major communities of the old Mysore region has indulged in creating unwanted animosity towards Codavas, Codavaism, Codava Thak and Codava ethos through their branches (originally hailed from Andhra Pradesh) in Coorg, only to see that such a group replaces Codava ethos lesser said the better. They have started copying and snatching Codava festivals, Codava traditional attire besides stealing Codava Gods & Goddesses. Added to it, each family of such groups claims itself to be a part and parcel of Codava family name with minor corrections. In reality, this is the cultural aggression on the part of such community and one should protect Codavas from such shameless onslaught. What more if Talibans destroyed 2000 years old statue of Buddha in Afghanistan, these people have destroyed Codava reverential memorial monument (martyrs monument) at ’’Devatt Paramb shrine’’ with a singular belief that such a thing should never continue.

One astonishing behaviour in the govt. offices is that every component there in refuses or protracts & intentionally delays the inclusion of Codava names in the respective land records and there by excruciating torture to Codava race in general with a solitary intention of suppressing Codava minorities totally, we are being excluded, marginalised and disrespected with an idea of eliminating the very mention of Codavas.

The successive rulers ever since the beginning of 17th century has ill-treated and exploited Codavas in general and attempted to eliminate the very existence of memory of Codavas as a race, which the Govt. of Karnataka continues even now. Codavas are denied of fundamental freedom and the right of internal self-determination. The rapacity has started from the day, when the alien Keladi dynasty from Ikkeri of Shimoga, who ruled Kodagu from 17th Century, say from 1633 to 1834 and attempted to ruin Codava race completely, by treating Codavas as slaves, killed large number of Codavas in instalments as a time table. Innumerable Codava generations have been eliminated by rapacious Lingayat rajas, with an evil design within a period of 201 years of their tyrant rule. It is a known fact that Tyrant aggressor of Mysore, Tippu Sultan along with his French allied forces caused the total elimination of Codavas on a single day in 13 Dec, 1785 at Devatt Paramb and total death crosses One Lakh Codavas, should such a thing never happened, there might have been more than one crore Codavas at the start of 20th century. There would not have been a situation to claim minority status for Codavas now. The union govt. shows mercy to ‘Jews’ on the ground that Hitler massacred the very existence and memory of Judaism, such an analogy should also to be extended and applied to Codava race, which the successive Keladi dynasty and Tippu, who reigned Kodagu during the 17th & 18th Century, who have erased Codava race by resorting barbaric holocaust.

Our constitution provides for protection of mainly religious and linguistic minorities only. But the UN charter has widened its duty regarding all spheres of minority groups in the world. The UN charter enshrining the protection for religious, linguistic, racial, cultural, territorial, ethnic and national minorities etc. Besides a direction considering the historical continuity of any such groups in a particular place. As such it is a necessary factor that our demand should be incorporated in the intangible cultural heritage list of UNESCO.

Lesser said the better. Renowned Codava historian Dr. IM Muthanna’s work ‘Tippu Xrayed’ and Codava stage artist Adanda Cariappa’s work ‘Tippu & Codavaru’, we take this opportunity to request you to go through the literary piece ‘Chikaveera Rajendra’ penned by Jnanpeetha recipient Dr. Maasthi Venkatesh Iyengar and the telefilms entitled ‘Anthima Raja’ and ‘Nirankush’ by eminent film director MS Sathyu, another one master piece ‘Codavaru’ by Dr. PS Ramanujam and ‘Codagina Itihasa’ by DN Krishnaiah and ‘Gazetteer of Coorg’ by Rev. G Richter mirrors the brutality of those rulers.

In order to pursue the pains & pangs and traumatic chapters in the history of Codavas have at the hands of devilish rulers. Even now any Codavas facial expression will say the untold misery they have suffered from the hands of tyrant rulers for two centuries. The endless suppression suffered by Codavas ever since 17th Century until this moment has forced Codavas to become miserable and subservient of alcohol and any psychologists will certainly authenticate the same in the like manner.

Even though, there exists a formidable rule at Israel i.e. “Law of Return” for Jews across the world. You are accommodating them as minority sect in India. If singularly the most powerful community in the world, “Jews” could be protected as a minority sect at Russia, including India, why not Codavas? If you feel that you do not have space for such a thing for Codavas, better suggest some other place in the Universe where we can establish & flourish as did ‘Jews’.

Unless, suitable measures are implemented to protect the microscopic minority, Codava race by assigning minority tag, it would end up as greatest tragedy of 21th century in a country, which has largest ethnic diversity in the world. It may not be an inopportune act if we may recollect the undertaking given by the honourable Prime Minister, Shri. Narendra Modi to equate ‘believers’ & non-believers and micro minority group of people and that he would provide space in our constitution for such a thing which he was speaking at ‘World Sufi Conference’ recently held at Delhi. It suggests his commitment and we expect such commitment should be implemented with a strong determination touching Codavas at once.

Dear Sir,

Sub: Codava demand for inclusion in the Tribal list of Constitution under Articles 340 & 342 – along with OBC reservation demands of Jaats.

We heartily welcome the act of Constituting a high power Committee with Shri Venkaiah naidu as its chief to examine the possibility of assigning OBC status to Hindu Jaats; lessers said the better the vide spread enthusiasm throughout North India within the course of less than 15 days after Jaats started the violent movement. We would welcome if the Union Govt assigns OBC status to Jaats as early as possible, and we hereby take this opportunity to assert the long pending demand of Codava Martial Tribal Race seeking Constitutional guarantee under articles 340 & 342 for their inclusion in the Tribal list.

Before we reassert our demand we would like to enlighten the unforgettable fact that a few groups socially, economically, politically and numerically domineering communities such as Rajputs, Maratas of Maharashtra, Kaapus of Andhra Pradesh, Pattidar (Patels) of Gujurat gain enthusiasm and courage to demand such OBC status to each of them and we definitely feel that the Union Govt would certainly concede the demands of each of such communities, but unfortunately our demand remains untouched by all the concerned even though we fulfill all such qualifications and criterion to be assigned tribal status.

A brief history of about the nature of their demands and qualifications to be assigned OBC reservation Quota to mighty Jaats even though they are largest community in Northern parts of India particularly Haryana, Punjab, Delhi, Himachal Pradesh, Gujurat, Western UP, Madhya Pradesh, Bihar and Uttharakhand and perceptibly most affluent group of Community. Like Codavas Jaats never used to follow any of the religions and they used to be ancestral worshipers (Pray to their dead ancestors called “Jathera”) there are Muslims, Sikhs & Hindus within Jaats. With passage of time, in the Western – Punjab the Jaats became primarily Muslim, in the Eastern – Punjab, Sikh and in the areas between. Delhi Territory and Agra primarily Hindu, their divisions by faith reflecting the geographical strengths of these religions. A good majority of Muslims in West Punjab region of Pakistan are Jaats and one prominent leader within amongst them happens to be Mrs. Hina Rabbani khar who used to be the celebrated Foreign Minister of Pakistan served under Asif Ali Jardhari Govt. we can ascertain from the pages of History that the Gurunanak Dev was a Jaat and he founded Sikhism some 400 years ago. Maharaja Ranjith Singh of Punjab became the Sikh emperor of the sovereign country of Punjab and the Sikh empire. Like wise Hindu royal dynasty of Bharatpur used to be Jaats and the Kingdom of Bharatpur touched its Zenith during the period of Maharaja Surajmal. Lesser said the better larger number of sports personages, film stars, Industrialists, Army personnel and freedom fighters used to be Jaats only. A few to be mentioned are legendary Freedom Fighter Sir. Chowdri Choturam, India’s 6th Prime Minister Chowdri Charan Singh and several Chief ministers and Union Ministers (Former Diplomat and Former External Affairs Minister Kunwar Natawar Singh also a Jaat) and present Army Chief Gen. Dalbir Singh Suhag belonged to Jaat group and former Prime Minister of Fiji Mr. Mahendra Sigh Chowdri also a Jaat. Jaat a numerous tribe spread over much of North – West India. Once warriors, now mostly agriculturists.

For having successfully fought against Moghal rulers during the 17th Century the Jaat people were designated by officials of the British Raj as a Martial Race. (no matter the original Martial Rajput community opposed the move at the time)The Jaats participated in both World War I as well as World war II as a part of the British Indian Army jaats by nature are agro pastoral Martial group and Britishers created Jaat regiment in appreciation of the heroic quality and background of Jaats.

Even though NCBC submitted a negative report in the year 2012 against assigning OBC status to Jaats, but the 2nd UPA Govt classified Jaats to be one of the OBC group in the year 2013 by issuing a special notification in that regard, in a public interest litigation (PIL) the apex court quashed the said notification classifying OBC status to Jaats in the year 2015. Jaat leaders moved an application before the present P.M Shri Modi immediately thereafter seeking fresh notification to include Jaats in the OBC reservation list and Shri Modi assured them that he would bring legislative measure in order to ratify the decision of the previous UPA govt and further assured them that a proper application would be presented before the Hon’ble Supreme Court for such a relief. Unfortunately nothing so far has been done or caused done by the Govt which prompted Jaat groups to move in an agitation.

The trend within amongst Governmental authorities is that they try to help Jaats even though a few notable personages amongst Jaats are opposed such a move. Even though the entire mass of Codavas are Martial in trait, living style and bringing up some of the concerned pressurize a negligible group of Codavas to oppose any such move and make big issue in order to negative (silence) the claim of Codavas for being treated as Tribals.

Even though there has been historical similarities as between Jaats, Rajputs, Codavas and Marathas. Regiments have been created after considering the qualifications of Velour and Martial traits. Rajputhan Regiment for Rajpuths, Jaat Regiment for Jaats, Maratha Regiment for Marathas and Coorg Regiment for Codavas. Unfortunately Coorg Regiment has been transformed into 37 Coorg medium Rifles. In actual fact it is a disgrace to Codavas. One example for Codava Velour we may be permitted to remind the historical anecdote about our having fiercely fought against tyrant Tippu Sultan & Hyder Ali of Mysore throughout the way Jaats, Rajpuths and Marathas fought against Mughals and again the way Marathas fought against Tippu Sultan. Upstart warriors, Marathas, Jaats, Rajputs and Codavas and the like, has coherent social groups with Military and governing ideals.

Unlike Rajpuths, Codavas, Marathas & Jaats are active agriculturists (tilling community) and pastoralists by trait and owned lands besides being Martial in Quality. Codavas have shown their velour against Britishers by actively participating in freedom struggle through non violent movement of Gandhiji; and Indian national Army under Nethaji Subhash Chandra Bose, like Marathas, Jaats and Rajpuths Codava Soldiers actively have participated and martyred in Two World Wars, Codava soldiers fought 4 wars against Pakistan and 1 war against China. Lessers said the better Codavas used to be active participants in Indian peace keeping missions across the world in general and Sri Lanka in particular (IPKF) and participated in removal of notorious Bandit Veerappan besides suppressing North - Eastern insurgencies including Naga operation since Independence. Codavas also have participated successfully in the fight against Razakars movement of Hyderabad Nizam under the leadership of IGP Pemmanda Monnappa of then HSRP (later MSRP).

With all such qualifications we are being treated as hapless minority group in our own land of birth we are being treated as aliens and a good majority of our youngsters are not being employed, not to forget the fact that our valuable properties are being lost in favor of Underworld Dons, business Tycoons, Hawala money bags these days in totality we have been marginalized, neglected, ignored and being erased only because of Govt’s Bankrupt Vote Bank reservation policy, we Codavas don’t fall under any of the reservation categories.

With a solitary intention of protecting our land and acquire all such amenities as employment, education and financial reservations and the like we are determined to advance our claim for being included in the Tribal list at once, better during the ongoing parliamentary session we insist the Union Govt to place a Bill in that regard. Unless that is done one must know that Codavas will become a group like Kurdish & yezidi communities of Middle - East and Pandits of Kashmir.

To quote a few examples the Jains, the conscious keepers & the soul of Hindu religion & the wealthiest community in India has been assigned with religious minority status by Second UPA Govt in the year 2013. The Parliamentary standing committee has recommended the assigning of the Minority status to Kashmiri Pandits. Both Jawaharlal Nehru and Indira Gandhi used to be Kashmiri Pandits and Rajiv Gandhi one half who breathed their last as Prime Ministers and leader of the opposition respectively. A good number of Kashmiri Pandits have been elevated as Army chiefs, Diplomats, Prominent Journalists, Jurists and Film stars and such things.

One other example is that the refugee Pandits from POK (Azad Kashmir) are likely (a proposal from NDA Govt) to be made as members of Parliament and legislature and nominated 24 seats from amongst them.

Even though the list of 500 prominent communities in the Social life of America the contribution of Gujarathi Patels are listed in 300 in the social hierarchy and similarly on 24th of 30 such groups in England’s social Hierarchy. The wealthiest and strongest Patels (Pattedars) are likely to be inducted into the list of OBC by our Govt which in reality is a disgrace.

Vasundhara Raje Govt has already assigned 50% of total demands of otherwise violent mighty Gujjars agitated under its leader Col. Kirori Singh Bainsala for being treated as Tribals at Rajasthan. Lesser said about the wealthiest land holder “Kaapu” community in Andhra Pradesh also demand for OBC status.

No doubt true that the above mentioned groups have proved themselves to be inimical towards general population of the Nation but be assured that Codavas shall never follow the foot prints of those groups and nothing would be geo paradized should we be included in the Tribal list.

Above all there are a few Codavas; we do not address them to be gentlemen and Codava like who seldom no what they are doing and what nonsense they utter and pose themselves to be the denizens of other planets may be where human beings never lived, they too are the ones who opposed the demand for reservation to Codavas as Tribals. One other noticeable factor is that two of Codavas who pose themselves to be born leaders and benefactors of Codava race try to demolish all the legitimate claims of Codavas, one from the ruling side and other from the opposition side, ever since the year 1970 these 2 now both are octogenarians are being fostered and looked after in the manner pet dogs of the ruling class of Karnataka Govt successively. Their modesoprendhi is that if one tries to mesmerize all Codava samajas and suppress their eagerness to demand any of the rights which Codavas are entitled for, and the other one behaves like a ferocious dog and Yakshagana joker cum Villain threaten and intimidate Codavas whenever they seek their legitimate rights to be considered favorably. Added to it there is yet another group who attempts to negative all the aspirations of Codava generality and in reality they are known Anti National elements and call themselves to be progressive thinkers. In short these types of people they attempt to silence all the claims of Codavas seeking our legitimate rights.

It is only on account of such people Kodagu Coorg which used to be a Self Governing ‘C’ type State lost its recognition in the year 1956. Without carrying for all such elements CNC has taken up the duty of re-establishing the real stature of Codavas and has been trying to secure tribal status and such other amenities as are allowed under Constitution.

Tyrant Ruler of Mysore Tippu Sultan and his Rapacious Soldiers along with French Allied Forces massacred 60,000 Codavas on that fateful day at Devatt Paramb.

We take pleasure to inform that we desire to include our insistence for treating Codava Thakk as Mother tongue to be included in the Curriculum and syllabus. When we are observing the International Mother Tongue day on 21 Feb 2016 at Madikeri Coorg. Please also take pains to direct the Commissioner for Public Instructions Govt of Karnataka, the Director Text Book Committee Govt of Karnataka, the Director Text Books Govt of Karnataka and the Director Karnataka state Examination board, to include Codava Thakk in the state Syllabus and initiate appropriate action in that regard during the academic year 2016-17 at once. We welcome your decision to include Mother tongue as a 3rd Language in CBSE from standard 1 to 10 std and we would be much grateful to you if you mention the inclusion of Codava Thakk as a Mother tongue in the 3rd language at all levels and further that a direction to be made to the Govt the Karnataka to follow the suit.

We welcome the decision of the Union Govt in making the Mother tongue to be the 3rd language compulsorily and as directed the concerned to include the particulars of the Mother Tongue of each pupil in the school records at time of admission and withdrawal. We thank and congratulate the Hon’ble Prime Minister Shri. Narendra Modi & Union HRD Minister Smt. Smrithi irani for having taken the courage to do the same. This in fact support the Tri Language policy promulgated in the year 1968 by the Union Govt and the very essence enshrined in Article 347, 350 A and 350 B of our Constitution. The 7th amendments having been carried out during the period of State reorganization which in reality makes provision to include and regional language in the curriculum and administration of respective states. Unfortunately, the Govt of Karnataka still sticks to its hazardous interpretation and attempts to suppress Codava Thakk in their attempt to defeat the very essence of the Constitutional amendments protecting the regional languages. When the Govt attempted to misinterpret the amended provisions to the Constitution of India and apex Court. In fact the Supreme Court ruling directly makes it Compulsory on the part of the Govt of Karnataka to make to treat the regional languages (Mother Tongue) and include the same as third language in curriculum and for administration as well.

It definitely is a disturbing factor that the Govt of Karnataka has been trying to impose Kannada the Sole Mother tongue overtly and covertly on Codavas. Until the year 1956 Coorg was a separate ‘C’ type state and after 1956 the State of Mysore now Karnataka became totally heterogeneous after amalgamation and one should not insist Kannada to be the sole Mother tongue. Even though Codava Thakk is known to be much ancient and older than Kannada. It may not be an out of place act if we are permitted to inform that Bishop Caldwel, a authoritative linguist of Southern Indian Languages as even mentioned that Codava Thakk to be the source of all Pancha dravida languages and it has ancient routes. At this juncture we may mention 4 of trusted Codava Thakk authors by name, Dr. I.M Muthanna, Appachakavi, B.D Ganapathi & Dr. Koravanda Appaiah who are no more and Shri. B.P Appanna Codava Historian & scholar and Dr. Boverianda Uthappawho has authored Codava Lexicon who are happily with us.

It is the incumbent duty of the Govt of Karnataka to treat, protect, promote and propagate all regional languages including Codava Thakk on par with Kannada as per State reorganization act 1956 and it necessarily is a Constitutional obligation on the part of the Govt.

The Govt of Karnataka vociferously insisted that Kannada only is the Mother tongue and Kannada to be the sole Mother tongue and directed the educational institutions to teach only in Kannada as medium of instructions. The Hon’ ble Supreme Court during the course of hearing, a petition touching the attempts by the Govt of Karnataka making Kannada to be the only medium of Instructions has slapped the Govt on the face and insisted that the Govt should explain as to which language to be treated as mother tongue wheather the one the Mother had taught her Children or the one which the teacher taught in the schools.

With the above mentioned things in mind we would like to reiterate the time tested factor that Codava Thakk is the most ancient and living regional languages in our Coorg District and it has the unbroken history of 2000 years. Interestingly the book i.e Codava Cultural Encyclopedia with the title as Pattole Palame was the first of its kind in South India having been authored and published as the folkloric literary peace. Interestingly the Manorama year books (encyclopedia) continuously mentioned Codava Thakk to be one of the most Popular and living 16 languages such as Angika, Awadhi, Bhojpuri, Bundeli, Chhattisgarhi, Haryanvi, Hindustani, Kanouji, Magadhi, Marwari, Bhili, Ghondi, Kodava, Kutchi, Tulu, Mahi in India, published successively in the years 2014,2015 & 2016. The thing appear in the Malayalam Manorama definitely strengthens a true fact that Codava Thakk is one of the most popular living folklore language and it authenticates the plea that the same shall be incorporated in the 8th schedule of our Constitutions and also besides making it to be included in the curriculum and administration. As such our plea that Codava Thakk should be treated as 3rd Language on par with directions of the HRD ministry.

Already, Tulu Language practically has been treated as the 3rd language. While medium of instructions in the schools has already started by publishing school books. Since, the Govt of Karnataka does not looks to change its stand touching Codava Thakk. We only request the HRD ministry to direct and entrust NCERT to get translate the school books in Codava Thak and make it compulsory in the Curriculum. We undertake to assist the HRD Ministry for Translation of Books from English and Hindi languages in Codava Thakk and we would certainly provide capable for the job if the needed books are supplied to us. The Codava academy which should carry out all such things has failed to do the same and they only indulge in unwanted and unethical politics.

We also congratulate you for your Noble desire to promulgate an order, making a Common syllabus for the entire Country through CBSE and it certainly would make the entire population to behave as a common team and it will certainly help all those who are interested in participating and seeking employment in all spheres . in fact any syllabus now being implemented cannot compete respective persons to participate in the UPSC Examinations on that Account.

Until the CBSE is made applicable to the whole of Nation your desire to include respective mother tongues in the curriculum, we request you to direct the Karnataka govt to cause done such a thing until your decision becomes law.

Unless all our legitimate demands are conceded at once and such an atmosphere facilitating us to participate in the Republic Day Celebrations at least in the year 2017, we fear that the very thought of Republic will be defeated. Indian Republic is incomplete without the existence of self-ruled Union Territory of Kodagu / Codava Land and such a Lapse is highly detrimental to the very idea of Democracy. The Govt(i.e GOI & GOK) has still far not considered any of our long pending demands. Thisorganization CNC is once again pressurizing the Govt to consider all our demands asmentioned below as early as possible. We take this opportunity to insist to the Union government to classify Codavaland Union Territory (UT) on the lines of other existingseven (7) Union Territories (Centrally Administered Territories) of our country under articles 2 & 3 of our Constitution, thereby removing the shackles from the tyrannical and totally hostile state of Karnataka.

Charter of Demands:-

1. We demand a permanent political package to grant Codava land with Union Territory Status for Coorg under articles 2 & 3 of our Constitution.

2. Autonomous Codava land under the 6th Schedule of our Constitution encompassed with 45 ancient traditional Codava Naads in Coorg.

3. Incorporate Codava Martial tribal Race in the Schedule list if our Constitution under articles 340 and 342 of our Constitution.

6. Codava race should be given exclusive political reservation and nomination in the August legislative chambers on the lines of Anglo Indians under article 331 of our Constitution.

7. Under Indian Arms act 1959 section 3 & 4 for carry and posses fire arms by Codavas and Jamma holders should be continued and protected for ever without any hindrance.

8. Demand for the implementation of the recommendations made by Constitution review Commission of India on the insistence of Codava National Council for the creation of Coorg Development Board under article 371 of (Please note: Chapter 8 Union State relation 8.23.1 of CRC report) as has been done in relation to touching Hyderabad Karnataka Region - appropriate amendment to the Constitution is desirable at once. Devatt Paramb massacre – a tragic human holocaust in the mankind – We Insist for National Memorial / Monument of that Memorial on the lines of Jallianwala Bagh in memory of Amritsar Massacre and established Live Holocaust Museum. In memory of those Codava families (approximately 60 thousand unarmed Codavas) who were massacred, raped and persecuted by tyrant Tippu sultan of Mysore and his rapacious soldiers, after 3 continuous invasions Tippu got defeated by Codava warriors disappointing in this insult he conspired to eliminate entire Codava martial Tribal race, cunningly invited them for a congenial feast in the pretext of entering a friendly treaty with Codavas at Devatt Paramb in the year 1785 13 December. This heinous inhuman tragic ethnic genocide/holocaust in the mankind happened in this place. – But their great souls are still alive in Devatt Paramb. In Washington DC, there is a live Holocaus museum in the memory of all the lives of Jews, who lost in Germany due to Hitler's inhumane act. The Government of India and the United Nations should jointly establish a similar live Holocaust Museum of Codavas who lost their precious lives in Devattparamb. Just like the Jallianwalla bagh and the Nagasaki memorial, the Government should make a monument in Devattparamb.

Our organization CNC without any remarks is pressurizing the Govt to consider all our demands and with such an idea we are holding a peaceful Sathyagraha this day on i.e 26-01- 2016 in the vicinity of the office of the Deputy Commissioner Kodagu, Madikeri 571201, and we have submitted a regular Memorandum to the Govt through the DC of Kodagu and District In charge Minister Mr. Dinesh Gundurao.
